I know Sony had originally contributed the battery saver to AOSP since that was not standard back then.
I still have phones whose USB ports were not toast or did not get hot while charging. But, they do drop down in not being able to hold a charge. I guess it depends on usage and the OEM in question.

The Pixel 4a was a midrange not a budget phone in any manner. Anyway, modern day phones are enough powerful to last years. Especially, midrange phones and higher. The flagship may get you flagship cameras, processor. But, everything else is not 2x or 3x better for the increased price.
If you have the disposable income sure. For most people 90% of the experience is the same and sufficient for their daily needs. Not needing an expensive $1000+ liability who’s repair cost on failure outside warranty be expensive.
That aside, modern phones seem to get fewer and fewer useful features with each release so I don’t really see the appeal of ‘upgrading’ until I literally have no choice.
Yeah, with years of software updates. There’s literally no need. Unless, you break the phone and cannot get it repaired.

The app uses shizuku. Which can be configured with wireless ADB. Root is not required. It works fine in that combo for me. Tested on two of my phones.

Best to install Shizuku (play store) and ColorBlender (fdroid). Which provide a nice UI(but less precision) to change themes.
They even removed sdcard expansion this generation. No way you get 3.5mm jack.

You can notice it in the way of your phone running more cooler. Using less battery or some of your games being smoother than before, etc. No need to be dismissive.
