That is, in fact, exactly how most of the rights enshrined in law got there in the first place. The Magna Carta itself had to be forced upon the king through the threat of rebellion by the dukes.

It’s not having any downtime imho. The instant you’re done reading something it’s trivial to find something else to trigger your pleasure centres, so unless you do it through deliberate intention, you’ll never have time to sit and consider what you’ve read.
